Qari planned the suicide attack on a training camp for Special Forces in Mingora on August 30, 2009, where 17 trainees were killed and several others wounded, the report added.
According to the Pakistani official, in the first hours of the investigation, he accepted responsibility for the attacks on security check posts and destruction of schools across Pakistan.
The TTP is the main Taliban militant umbrella group in Pakistan primarily in conflict with the central government and US-led forces in Afghanistan.
On October 4, the Pakistani militant group also claimed responsibility for a series of deadly attacks on NATO supply convoys heading towards Afghanistan.
The militants carried three attacks on at least 20 trucks and tankers filled with fuel for US-led forces in Afghanistan.
Three people were killed and eight others injured in the attack that also destroyed the trucks and tankers. The main routes through Pakistan used by Afghanistan-bound trucks were closed as the result of intense attacks.
Qari's arrest is the latest blow to the militant group. On November 1, Yaqoob Mehsud, brother of Baitullah Mehsud, the Pakistan TTP leader who was killed in a drone attack last year, was shot dead by unidentified militants in Mir Ali area of North Waziristan.
